The centre of Manchester was blown away by a huge IRA bomb in the 1990's and so a big redevelopment was undertaken to make Manchester pretty again. This is part of the urban redevelopment and what a great idea to liven up the walkways, though I wouldn't like the job of clearing out the chocolate wrappers.
Hey, remember when some Americans used to find urban terrorists cute and romantic? I wonder if 9/11 changed their view of the IRA?
